Position: Manager of Workforce Strategy Reports to: Director of Workforce Innovation Expected Pay Range (based on experience): $85,000-$95,000/year The Finger Lakes Performing Provider System (FLPPS) is a network of clinical and community-based providers working together across the 13-county Finger Lakes region to transform healthcare delivery, advance system transformation, close gaps in care, and support high-risk individuals and populations. FLPPS and its affiliated health home, the Greater Rochester Health Home Network (GRHHN) support providers in integrated healthcare delivery system optimization, care management, network and program management, population health and data analytics, and learning and development. Additionally, FLPPS is a designated New York State Workforce Investment Organization (WIO) working with training and educational institutions, health systems and other providers, and Social Care Networks to strengthen the healthcare workforce. Position Summary The Workforce Strategic Manager will lead the development and implementation of strategic workforce pathways within the FLPPS Workforce Program. This role is responsible for designing and refining career ladders for high-demand titles, convening cross-sector partners, and ensuring alignment with program deliverables. The ideal candidate will bring a systems-thinking mindset, a collaborative spirit, and a passion for equity-driven workforce transformation. Key Accountabilities: Design and refine career pathways for all workforce investment titles in alignment with regional workforce needs and provider capacity. (for example, current CPT program) Analyze labor market data, vacancy trends, and educational pipelines to inform strategy. Collaborate with educational institutions and credentialing bodies to ensure alignment of training programs with goals. Convene and facilitate regional and statewide partner collaboratives, including other Workforce Investment Organizations (WIOs), educational institutions, employers, and community-based organizations. Lead strategic planning sessions and working groups to align stakeholders around deliverables and shared workforce goals. Serve as a liaison between FLPPS and external partners to ensure consistent communication and shared accountability. Translate strategic goals into actionable implementation plans and timelines. Identify and pilot innovative models (e.g., apprenticeships, bridge programs, community-driven initiatives) to support participant success and employer engagement. Monitor progress toward enrollment, placement, and retention targets; recommend course corrections as needed. Collaborate with data and evaluation teams to track key performance indicators and outcomes. Prepare reports, presentations, and updates for internal leadership, funders, and external stakeholders. Required Qualifications: Bachelor’s degree in public administration, workforce development, health policy, or a related field (Master’s preferred). Minimum of 5 years of experience in workforce strategy, program development, or cross-sector collaboration. Proven ability to lead complex initiatives with multiple stakeholders. Strong facilitation, communication, and relationship-building skills. Familiarity with Medicaid, health and social care systems, and workforce equity principles. Competencies Strong sense of urgency and proven background for setting and meeting deadlines Excellent organizational skills to manage multiple projects concurrently Collaborate across internal and external stakeholder and functions to ensure consistent implementation of new, improved processes and protocols Ability to interface and effectively influence and communicate with all levels of an organization Initiative and the ability to effectively participate in an environment in which collaboration is highly valued and reporting relationships are not direct; possess a flexible, “can-do” attitude Highly organized and strong attention to detail with the ability to effectively manage own time and the time of others Excellent written and oral skills, with the ability to engage, inspire, build credibility and engender trust across all levels of an organization Creative problem-solving skills Team player but can also work on own initiatives independently Ability to approach daily work and challenging situations with humor and composure Consistent demonstration of FLPPS Personality traits: Collaborative, Trusted, Result-Oriented, Strategic and Adaptive Experience working with community collaboratives or regional workforce boards. Knowledge of CPT program structure and goals. Ability to think creatively and drive innovation in workforce development.
